Pure vanilla R Speed. The kind the game hands you on day one and expects you to throw away. Friendship Bonus tops out at 15%, Mood Effect at 35%, both sitting right on the rarity floor. No unique effect, because R cards never get one. The stat bonus is a single point of Power at Lv40, and Initial Friendship Gauge flatlines at 20. Specialty Priority hits 35, so at least it tries to land on Speed tiles instead of wandering.

The hint kit is the one part worth a glance. It points at a batch of recovery and positioning skills (Prudent Positioning, Nimble Navigator, Soft Step, and a few more like Shrewd Step and Thunderbolt Step), plus Pace Chaser Straightaways ○ as an event skill if you’re actually building a pace-chaser. Hint Level caps at 2 with 30% frequency. Fine numbers for an R. The problem is you’re farming cheap white skills, nothing that shapes a build.

Its competition is the entire SR Speed shelf and up. Any of them beats it on Friendship, training gains, and an actual unique. There is zero reason to chase this.
