This is the R [Tracen Academy] Shinko Windy, the freebie Speed body they hand you early. It’s not the SR version with the actual unique. The page shows no unique effect, and the whole kit stops at Lv40 since that’s the R ceiling. Numbers you get: Friendship Bonus topping out at 20%, Mood Effect 25%, a flat +1 Speed Bonus, 20 Initial Speed, 5% Race Bonus, 15% Fan Bonus, and Specialty Priority 35.
Read in isolation, none of that is offensive. 20% Friendship and 35 Specialty Priority would even look fine on paper. The kit underneath them is empty though. No unique means no training-effectiveness multiplier and nothing that makes rainbow training actually pop. That +1 Speed is rounding error. An SSR like Kitasan or Tachyon stacks higher Friendship and deeper Specialty Priority on top of a real unique, and even the SR Shinko Windy beats this body straight up.
The hints won’t rescue it either. Wet Conditions, Competitive Spirit, Prepared to Pass, Hesitant Front Runners are situational at best, and Unyielding Spirit is a recovery green nobody builds toward.

- Con: no unique, +1 Speed, Lv40 cap, hints not worth proccing.
Use it only while the Speed slot is genuinely empty. The day a Speed SR drops, sit this on the bench.
