Teio is a pure friendship Speed build. Everything rides on training quality, not on fattening your stat sheet. Friendship Bonus reaches 20% at Lv45, the unique at Lv30 adds another +10, so a maxed copy runs 30% friendship with 60% Mood Effect. Rainbow Speed sessions hit hard once bond is up. The unique also hands you flat Initial Speed +20 and a 25 starting Friendship Gauge, so the bond builds quickly and you stop wasting early turns.
Then you read the effect list and the problem jumps out. She has no Speed Bonus whatsoever. The only flat stat is a sad Power Bonus +1 at Lv35. Meta friendship Speed cards stack a real Speed Bonus on top of the friendship multiplier, and Teio leaves those numbers on the table every single turn. Specialty Priority climbs to 35, so she does lean toward Speed training reliably, which patches the wound a little. Her ceiling still sits lower.
Skill kit is fine. Hints cover positioning plus step skills like Soft Step and Shrewd Step, and the event chain feeds you Rushing Gale! along with some Energy and Bond. Free accel proc and recovery, nothing that decides a build.
She’s great filler and an excellent borrow. Limit-break her if she shows up. Don’t burn pulls chasing her over the stronger Speed friendship options.
